In the new Chandigarh it is possible to observe the setting, the basic overall development pattern and structure of the community, and those sections which are complete or well under way: the complex of governmental buildings, the university, the hospital, one or two residential superblocks, and miscellaneous incidents of form that will eventually become a part of a continuously changing whole. People are just moving there and their cumulative personality is yet to be felt in determining the character of the city. But even now one can observe what is there and ask questions about the adaptability of the plan to a mature Indian urban environment. Chandigarh appears bland and lifeless now, inwardly oriented and village-like where urbanity is needed. If the design quality and urbanity of the Assembly Hall could have been, or could be, carried over to the rest of Chandigarh then there might be an urban environment of exceptionally high quality.
